I've partially translated this diagram of the ropeway. The gondolas are suspended from carriages that roll on track ropes that are anchored at the top and pulled tight by 54 tonne weights at the bottom. It appears that a slightly stronger tension rope is spliced to the track ropes and runs over the pulleys in the lower station to the weights. The carriages are pulled up by the traction rope, which is driven by a motor in the upper station. The blue balance rope goes through the lower station.
