There was a temporary exhibit, "Summer Sunshine and Dark Clouds", about the Baltic Exhibition of 1914, which was truncated by the start of WW I, when participants Germany and Russia withdrew. I think the flags are for Sweden, Denmark, Poland, and Germany.
