One of many processions through the Plaza Major, ending at the Cathedral on Good Friday. Each procession is put on by a confraternity or hermandad. Some churches have multiple such lay groups. This one appears to be sponsored by the Colegio de Abogados (lawyers) and is based at Capilla de la Vera Cruz (not to be confused with Iglesia Vera Cruz).
