Large parts of Niigata Prefecture are fertile but prone to flooding. Water must flow down from the river in irrigation canals to fill rice paddies. There must also be drainage canals at lower level to drain the paddies. In some places drainage canals have to tunnel under rivers, leading to projects such as shown in the history museum.
