This was labeled "Construction of laying Shinkawa's pipe under the Nishi River." Evidently the Nishi River was diverted to allow construction of a tunnel. Two are shown in this model, one with its wooden roof still being built and the other completed and covered with dirt that will become the bed of the river. Note the seepage water being remove by six stages of man-powered water pumps.
